\nwith the major electoral reforms and policy advice.<\/span><\/p>\n

  1. Please identify an electoral reform that has been implemented in
    \n your country during the past 10-20 years. It may be administrative, legal,
    \n political, or it may have a combination of these characteristics.<\/span><\/li>\n<\/ol>\n

    If you cannot identify a reform in your own country, please choose a
    \nreform implemented in another country.<\/span><\/p>\n

    To help you in identifying an electoral reform, here are some types
    \nof reforms to consider:<\/span><\/p>\n

    \n<\/span><\/span><\/span>Change in the legislative
    \nelectoral system<\/span><\/p>\n

    \u2022        
    \n<\/span><\/span><\/span>Change in the presidential
    \nelectoral system<\/span><\/p>\n

    \n<\/span><\/span><\/span>Change in the structure,
    \nappointment process, or role of an EMB<\/span><\/p>\n

    \u2022        
    \n<\/span><\/span><\/span>Changes in the voter
    \nregistration and identification process<\/span><\/p>\n

    \n<\/span><\/span><\/span>Significant changes related to
    \npolitical finance or party funding<\/span><\/p>\n

    \u2022        
    \n<\/span><\/span><\/span>Significant changes related to
    \nthe registration of political parties<\/span><\/p>\n

    \u2022        
    \n<\/span><\/span><\/span>Changes in candidate
    \neligibility requirements<\/span><\/p>\n

    \u2022        
    \n<\/span><\/span><\/span>Changes in voter eligibility
    \nrequirements<\/span><\/p>\n

    \n<\/span><\/span><\/span>Introduction of new election technology
    \n<\/span><\/p>\n

    \n<\/span><\/span><\/span>Significant changes in how
    \nvotes are counted, aggregated<\/span><\/p>\n

    \n<\/span><\/span><\/span>Prominent changes in civil or
    \npolitical rights affecting the electoral process (for example, laws prohibiting
    \ndiscrimination, protecting free speech, assembly, or association)<\/span><\/p>\n

    \n<\/span><\/span><\/span>Other reforms that have
    \nimpacted the electoral process.<\/span><\/p>\n

    1. Once you have identified the implemented reform, please discuss
      \n in max 2000 words the following:<\/span><\/li>\n<\/ol>\n

      1.     
      \n<\/span><\/span><\/span>Identify two electoral stakeholders
      \nand describe how the reform may have benefitted or harmed each of them. Keep in
      \nmind that opinions may differ as to whether a reform has been positive or
      \nnegative, so feel free to argue one side of the debate. In describing whether
      \nthe reform has been harmful or helpful, provide evidence (if possible) showing
      \nthe harm or benefit to the stakeholder (these may be survey results, changes in
      \nvoting patterns or turnout, change in political support, news articles, op-ed
      \nor opinion columns, academic research, or information from other credible
      \nsources). If you cannot locate evidence, in your own words describe in a few
      \nsentences why you believe this stakeholder has been advantaged or disadvantaged
      \nby the proposed reform.<\/span><\/p>\n

      2.     
      \n<\/span><\/span><\/span>Demonstrate how the implemented
      \nreform meets, or fails to meet, international electoral standards and the
      \ncountry\u2019s national constitutional requirements. To do this, consider, and cite,
      \ndomestic and international electoral observation reports, and pronouncements
      \n(if any) by human rights bodies or courts, as well as academic research, news
      \nreports, CSO reports, and other sources. If you cannot locate such information,
      \nin your own words describe in a few sentences why you believe this reform 1)
      \nmeets international standards 2) fails to do so or 3) explain why international
      \nstandards are not relevant to the reform.<\/span><\/p>\n

      3.     
      \n<\/span><\/span><\/span>If applicable, demonstrate how,
      \nif applicable, the implemented reform has positively or negatively impacted
      \ndemocratic \u201chealth\u201d or the democratic environment overall. You may wish to
      \nconsider changes in voter turnout, party membership or number of political
      \nparties, voter registration, candidate registration and applications,
      \npercentage of invalidated ballots, or survey results showing that all or a
      \nsubset of voters are more or less engaged in the political process than before
      \nthe reform was implemented, among other data. In researching this, you might consider
      \nacademic research, surveys, news articles, political party statements, CSO
      \nreports, election observation reports, and other credible sources. Note that it
      \nmay be that an electoral reform has had no measurable effect on the strength or
      \nrobustness of democracy.<\/span><\/p>\n
