Individuals deleted social media accounts.<\/span><\/p>\n<p style=\"margin: 9pt 0cm; cursor: auto; color: inherit;\"><span style=\"cursor: auto; color: inherit;\">Yet<br \/>\nMr Wong was among thousands who took to the streets once more for the annual 1<br \/>\nJuly protest march, defying a ban. More than 370 were arrested, including at<br \/>\nleast nine under the new law \u2013 one a 15-year-old girl waving a Hong Kong<br \/>\nindependence flag. Though the law is purportedly aimed at a small minority<br \/>\nintent on separatism, subversion, terrorism and \u201ccollusion with foreign or<br \/>\noverseas powers\u201d, these are vaguely defined offences routinely used to punish<br \/>\ndissent on the mainland. The intent of the law was made clear by the police\u2019s<br \/>\nown banners, which warned protesters that chanting or holding signs with calls<br \/>\nfor independence could constitute a crime.<\/span><\/p>\n<p style=\"margin: 9pt 0cm; cursor: auto; color: inherit;\"><span style=\"cursor: auto; color: inherit;\">The<br \/>\nnew law is extraordinarily wide-ranging and frighteningly vague in its wording.<br \/>\nIt allows people to be taken to the mainland, tried in party-controlled courts<br \/>\nand locked up for life, for peacefully expressing political dissent. It appears<br \/>\nto apply to anyone, whether or not they are a Hong Kong resident, and even if<br \/>\nthey are outside the region. Foreign companies will think much more carefully<br \/>\nabout doing business there.<\/span><\/p>\n<p style=\"margin: 9pt 0cm; cursor: auto; color: inherit;\"><span style=\"cursor: auto; color: inherit;\">The<br \/>\nchief executive will be able to pick judges, and trials can be held without<br \/>\njuries and behind closed doors. Hong Kong police have greater powers of<br \/>\nsurveillance. Chinese security services will be able to operate openly in Hong<br \/>\nKong, and will be immune from local laws. They will be tasked with<br \/>\n\u201cstrengthening\u201d the management of foreign NGOs and news organisations. Not only<br \/>\ndid Hong Kong\u2019s people have no say in whether this legislation should be<br \/>\npassed; they were not even allowed to see it until it had become law. While<br \/>\nsome support it, many feel despair.<\/span><\/p>\n<p style=\"margin: 9pt 0cm; cursor: auto; color: inherit;\"><span style=\"cursor: auto; color: inherit;\">As<br \/>\nthe prime minister told parliament, this is a clear and serious breach of the<br \/>\nSino-British joint declaration, a legally binding international treaty. It is<br \/>\nalso a breach of Hong Kong\u2019s own mini-constitution, the Basic Law. Never have<br \/>\nthe people of Hong Kong been more in need of support. Britain has made a clear<br \/>\ncommitment to recognising its historical responsibilities by extending a path<br \/>\nto citizenship for up to 3 million Hong Kong citizens with a right to a British<br \/>\nNationals (Overseas) passport, as it should have done years ago. A<br \/>\nMagnitsky-style act targeting sanctions at individuals responsible for human<br \/>\nrights abuses is due to be introduced this month, though it is not yet clear<br \/>\nwhether Chinese officials will be among the initial designations.<\/span><\/p>\n<p style=\"margin: 9pt 0cm; cursor: auto; color: inherit;\"><span style=\"cursor: auto; color: inherit;\">These<br \/>\nare welcome developments, though the details of the \u201cbespoke\u201d immigration path<br \/>\nwill be critical. As the shadow foreign secretary said, it must not become a<br \/>\nscheme simply for the wealthy. Many young activists will not be eligible:<br \/>\nasylum claims must be considered sympathetically.<\/span><\/p>\n<p style=\"margin: 9pt 0cm; cursor: auto; color: inherit;\"><span style=\"cursor: auto; color: inherit;\">And<br \/>\nit should be a cause of shame as well as regret that there was not a more<br \/>\nforceful response to the earlier erosion of Hong Kong\u2019s freedoms, that<br \/>\ncountries have been poor at pulling together in challenging Beijing, and that<br \/>\nthe US response to China still veers between reasoned opposition, nationalist<br \/>\nhawkishness and Donald Trump\u2019s transactional approach. Though China is set upon<br \/>\na course of increasing repression under Xi Jinping, greater international<br \/>\nsolidarity and willingness to challenge Beijing might have helped Hong Kong.<\/span><\/p>\n<p style=\"margin: 9pt 0cm; cursor: auto; color: inherit;\"><span style=\"cursor: auto; color: inherit;\">Though<br \/>\nprotesters scattered funeral joss papers on Wednesday in mourning for the Hong<br \/>\nKong they knew, they have not given up.
