\na plausible Action Plan that describes enfranchisement issues and options for
\nthese voters.<\/span><\/p>\n

Description<\/span><\/u><\/i><\/p>\n

The cases that will be the subjects of the Action Plan exercise will be
\ndrawn from current and upcoming elections involving displaced electorates.
\nParticipants will be provided with a background paper that will illustrate the
\nrelevant details for their case. Participants are encouraged to supplement the
\ndetails of the Action Plans with current research.<\/span><\/span><\/p>\n

The Action Plan typically comprises the following steps:<\/span><\/p>\n

 <\/span><\/p>\n

Step One \u2013 Profile
\nthe Displaced Electorate<\/span><\/i><\/p>\n

In this step, the policy- makers and practitioners will identify the
\nsize, characteristics, and locations of the displaced electorate. By
\nidentifying the displaced electorate as accurately as possible, the scope and
\ncomplexity of the registration and elections operations can be determined.<\/span><\/p>\n

\n global statistics on refugee populations by country of origin and country of

Step Two: Assemble
\nthe Legal Framework<\/span><\/i><\/p>\n

The electoral framework includes the constitutional, legislative,
\nregulatory, and jurisprudential and management rules that govern the electoral
\nprocess. Electoral frameworks address: the electoral system; district
\ndelimitation and apportionment; voter registration; legal status and codes of
\nconduct for candidates and political parties; balloting procedures; counting
\nand results reporting; and resolution and adjudication of disputes. The outcome
\nof this step is an agreement of the components of the relevant legal framework
\nas it pertains to displaced enfranchisement. The framework should, at a

\ndiffer from those of traditional voting programs. Timelines must accommodate
\nextra time for internal and external ballot retrievals, movement, and
\ntabulation.<\/span><\/p>\n

Step Four: Perform a
\nCost Projection<\/span><\/i><\/p>\n

Enfranchising displaced electorates will have budgetary implications.
\nElection administrators, national authorities and donors may be working with a
\nvariety of different national and international funding sources. The EMB will
\nneed to manage the electoral financing accounts and develop line item
\nprojections and corresponding resource availability.<\/span><\/p>\n

\nSupport Organizations<\/span><\/i><\/p>\n

There are a surprisingly wide variety of possible support organizations.
\nPossible partners might include Bilateral donors, UN system & multilateral
\norganizations, other government agencies \u2013 such as welfare ministries or the
\npolice, international technical assistance NGOs such as IFES, humanitarian
\norganizations (especially those working directly with the displaced), and
\ndomestic civil society organizations. The unique configuration will vary. EMBs
\nare entrusted with the operational challenges of coordinating a variety of
\nassistance organizations in order to provide a comprehensive electoral program.<\/span><\/p>\n

Step Six: Establish a
\nConsensus<\/span><\/i><\/p>\n

Political will is critical, but it can\u2019t be legislated! After the
\nprincipal resource and participant stakeholders are identified, the EMB can
\ntake the lead in drafting an operational concept. It should look to other
\npartners to help mobilize popular support to enfranchise a displaced
\nelectorate. <\/span><\/p>\n
