Despite Malta’s ongoing efforts to advance its digital economy
\nthrough investments in digital innovation (Kiselakova,
\nSofrankova, Onuferova, & Cabinova, 2020; Brodny & Tutak, 2021)<\/span>,
\na comprehensive assessment of the nation’s readiness to adopt and utilize new
\ntechnologies remains largely unexplored in the current literature (Fabri,
\n Fenech, Ellul, & Marmara, 2020, pp. 10-21)<\/span>. There is evidence
\nsuggesting that Malta has made significant strides in digitalization (European Commission, 2022)<\/span>, however, the
\nprocess of assessing digital innovation readiness is not straightforward. It
\nencompasses a broad, multidimensional, and interdisciplinary spectrum of
\nconsiderations. This involves evaluating various aspects that contribute to
\nreadiness, including but not limited to, digital literacy of the population,
\nthe growth and resilience of industry sectors, the adoption of technology at a
\nnational scale, and the prevailing policy and regulatory frameworks <\/span>(Stolterman
\n & Fors, 2004)<\/span>; <\/span>(Pereira,
\n Macadar, Luciano, & Testa, 2016)<\/span>.<\/span><\/p>\n

The existing literature offers fragmented insights into some of
\nthese aspects but lacks a comprehensive, systematic analysis that can provide a
\nclear understanding of Malta’s overall readiness for digital innovation. This
\nresearch gap could have negative consequences on the nation’s ability to
\ncapitalize on emerging digital opportunities and remain competitive in the
\nglobal digital landscape. Moreover, the absence of an all-encompassing
\nevaluation of a country’s digital readiness might lead to misinformed policies
\nand inefficient allocation of resources, hindering the nation’s progress toward
\na thriving digital economy (Bresnahan & Trajtenberg, 1995; Dedrick,
\nGurbaxani, & Kraemer, 2003).<\/span><\/p>\n

Consequently, the research problem this dissertation aims to tackle
\nis the assessment of Malta’s readiness for digital innovation. This readiness,
\ntermed herein as ‘digital readiness,’ signifies the nation’s capacity not just
\nto adopt new technologies, but also to effectively utilize them to foster
\ngrowth and innovation. Evaluating digital readiness requires an in-depth
\nanalysis of various contributing dimensions, with an aim to identify potential
\nshortcomings and opportunities for enhancement (World Intellectual Property Organization (WIPO), 2022)<\/span>.<\/span><\/p>\n

Digital readiness, in the context of this research, is conceived as
\nan interdisciplinary concept that encompasses factors such as digital literacy,
\nindustry growth, technology adoption at a national scale, and the alignment of
\npolicy and regulatory frameworks. All these elements together determine a
\nnation’s capacity to effectively embrace and leverage new technologies, thus
\nsignifying its state of readiness for digital innovation. This research will
\ncontribute to bridging the existing knowledge gap in literature, by offering a
\ncomprehensive understanding of Malta’s digital readiness (Katz & Koutroumpis, 2012)<\/span>. Furthermore, it
\nwill provide evidence-based recommendations aimed at enhancing Malta’s capacity
\nto adopt and effectively utilize new technologies, thereby amplifying its
\nreadiness for digital innovation.<\/span><\/span><\/p>\n

1.1.     <\/span><\/span><\/span>Theoretical Background<\/span><\/a><\/span><\/h2>\n

This research is anchored in different major theoretical principles
\nrelated to the adoption of technology and digital innovation. It aims to
\nevaluate the readiness of digital innovative technology (DIT) in Malta using
\ntheoretical frameworks such as the innovation adoption theory <\/span>(Rogers, 2003)<\/span>, the resource-based
\nview of the firm theory <\/span>(Barney, Firm Resources and Sustained
\n Competitive Advantage, 1991)<\/span>, and the digital
\nmaturity model <\/span>(Westerman, Calm\u00e9jane, Bonnet,
\n Ferraris, & McAfee, 2011)<\/span>. The selection of
\nthese frameworks is not arbitrary but is rooted in their established relevance
\nto the study of technology adoption and digital innovation. Rogers (2003)
\nposits that the innovation adoption theory provides a lens to understand the
\ndiffusion of innovations across members of a social system, making it pivotal
\nfor studying technology adoption patterns. The resource-based view, as
\nhighlighted by Barney (1991), emphasizes the strategic importance of valuable
\nresources in achieving competitive advantage, which is crucial in the digital
\nage. Lastly, the digital maturity model, as discussed by Westerman, Calm\u00e9jane,
\nBonnet, Ferraris, and McAfee (2011), offers a structured approach to assess the
\ndigital transformation journey of entities. While there are other potential
\nframeworks, these three have been chosen for their comprehensive coverage of
\nthe various dimensions of digital readiness (Rogers, 2003; Barney, 1991;
\nWesterman et al., 2011).<\/span><\/p>\n

The innovation adoption theory is a well-established theoretical
\nframework that has been widely used in literature to understand how new
\ntechnologies are adopted and diffused within an organization or society. In the
\ncontext of this proposed research, the innovation adoption theory can help to
\nidentify the factors that influence the adoption and readiness of digital
\ninnovative technology in Malta. Recent research on innovation adoption theory
\nhas emphasized the role of psychological, social, and environmental factors in
\nthe acceptance and adoption of digital technologies. For instance, Dwivedi et al., (2020)<\/span> provide an extensive
\nreview of factors influencing digital technology adoption and investigates the
\nimplications of the COVID-19 pandemic on information management research and
\npractice. This perspective is relevant to understanding the adoption of digital
\ninnovation in Malta, particularly after COVID-19 pandemic, as it can help
\nidentify the barriers and enablers of technology adoption in the country in
\nthese last years.<\/span> <\/span>At a nation-wide
\nlevel, this theory can help identify societal and organizational readiness,
\nsuch as the willingness of the population to adopt new technologies or the
\ninfrastructure in place to support such adoption.<\/span><\/p>\n

Before delving into its recent extensions, it’s essential to
\nunderstand the core of the resource-based view of the firm theory. It focuses
\non how organizations leverage their unique resources and capabilities to gain a
\ncompetitive advantage (Barney, Ketchen, & Wright, The Future of Resource-Based Theory,
\n 2011)<\/span>.<\/span> <\/span>Recently, this view has been extended to consider digital resources
\nand capabilities, emphasizing the importance of digital capabilities in driving
\ndigital transformation (Marx, De Paula, & Uebernickel, 2021)<\/span>. While the theory
\ntraditionally applies to firms, its principles can be extrapolated to a national
\ncontext. For Malta, identifying digital resources and capabilities that are
\nvaluable, rare, inimitable, and non-substitutable becomes crucial. It should be
\nemphasized that research conducted on nations comparable to Malta, in terms of
\nboth population and GDP size, particularly those concentrating on the
\nutilization of national resources for digital innovation, will offer pertinent
\ninsights.<\/span><\/p>\n

The digital maturity model incorporates factors like organizational
\nagility, data-driven decision-making, and customer-centricity. Kane et al.
\n(2015) emphasized the importance of strategy over technology in digital
\ntransformation. While this model is often applied to organizations, its
\nprinciples can be extended to assess a nation’s preparedness in terms of
\ndigital infrastructure, capabilities, and culture. For Malta, this means
\nevaluating how mature its digital landscape is and identifying areas for
\ngrowth.<\/span><\/p>\n

These three frameworks, when combined, offer a holistic view of
\ndigital readiness. The innovation adoption theory provides insights into the
\nfactors influencing technology adoption. The resource-based view identifies the
\nresources and capabilities that can be harnessed, and the digital maturity
\nmodel assesses the current state of digital transformation. Together, they
\nprovide a comprehensive toolkit to evaluate Malta’s digital readiness from

In terms of their application at a nation-wide level, there have
\nbeen instances where similar approaches have been employed, especially in small

Previous research has examined the adoption and use of digital
\ntechnologies in different countries, including in Europe (World Economic Forum, 2019)<\/span>. However, there is
\nlimited research on the readiness of digital innovative technology in Malta.
\nThis proposed study will draw upon case studies from other countries to shape
\nand drive the research. These case studies will help to identify the key
\nfactors that influence the adoption and readiness of digital innovative
\ntechnology, as well as the challenges and opportunities that organizations face
\nin this process. This research aims to contribute to the understanding of how
\norganizations in Malta can assess their readiness for digital innovation and
\neffectively implement digital technologies to gain a competitive advantage in
\ntheir industries.<\/span> <\/span>The theoretical background for this
\nresearch has been carefully chosen to ensure a comprehensive and nuanced
\nunderstanding of Malta’s digital readiness. The frameworks not only complement
\neach other but also provide a robust foundation for the study, ensuring its
\nrelevance and depth.<\/span><\/p>\n

1.2.     <\/span><\/span><\/span>Significance of Research<\/span><\/a><\/span><\/h2>\n

The results of this study will offer
\nimportant new perspectives on the development of digitally innovative
\ntechnologies in Malta at the present time and point out potential areas for
\nadvancement. Researchers and practitioners working in the subject of digital
\ninnovation and technology adoption, as well as government officials,
\npoliticians, and industry leaders in Malta, will find the findings to be of
\ninterest. The findings of this study will also be used to inform the creation
\nof policies and strategies in Malta that are intended to assist the uptake and
\nexploitation of digital innovative technologies. By integrating the study’s
\nfindings into the context of national vision and strategy documents, Malta can
\neffectively harness its digital potential and thrive in the rapidly evolving
\ndigital landscape. <\/span><\/a><\/p>\n

The readiness of
\nMalta’s digital ecosystem to effectively accept and exploit digital innovative
\ntechnologies merits further investigation due to its significance and
\ntimeliness, both at the national and EU levels. As a member state of the
\nEuropean Union (EU), Malta’s digital progress aligns with the broader European
\ndigital agenda, making it imperative to consider the EU context in this study.
\nBy examining Malta’s digital ecosystem within the EU framework, we can gain a
\ncomprehensive understanding of its readiness for digital innovation and
\nidentify areas for improvement in line with EU objectives. The results of this
\nresearch hold the potential to have multiple measurable effects, not only
\nwithin Malta but also in the context of the EU digital landscape.<\/span><\/span><\/p>\n

While Malta has
\nshown a commitment to fostering a digital ecosystem through its National
\nStrategy in AI, Malta’s Smart Specialisation Strategy, MCAST Artificial
\nIntelligence Strategy, National Strategy on Technology, National eSkills
\nStrategy and the overarching Digital Strategy, its approach has been notably
\nfragmented. These strategies, though not explicitly labeled as DIT-focused,
\nencompass various facets of digital innovation and indirectly influence the
\ntrajectory of Digital innovation technology in the country. This fragmented
\nstrategy approach, unique to Malta, underscores the importance of this
\nresearch. By evaluating the readiness of digital innovation technology in
\nMalta, this study aims to bridge the existing knowledge gap and provide
\ninsights that could potentially guide a more consolidated and effective
\nstrategic approach in the future.<\/span><\/span><\/p>\n

The readiness of
\nMalta’s digital ecosystem to effectively accept and exploit digital innovative
\ntechnologies merits further investigation because it focuses on a topic that is
\nboth significant and topical at the same time. The results of this research
\nhave the potential to have a number of different measurable effects. This study
\nwill provide significant insights into the current situation of digital
\ninnovative technologies in Malta, which may be used to inform the creation of
\npolicies and strategies that support the adoption and utilisation of these
\ntechnologies. This may have a beneficial effect on the expansion of Malta’s
\ndigital economy as well as its level of competitiveness. The possibility exists
\nthat the study will identify a deficiency in digital skills as a difficulty
\nthat Malta’s digital ecosystem is now confronting. If so, the findings of the
\nstudy might be used to inform the development of specialised digital skills
\ndevelopment programmes. This has the potential to promote the adoption and
\nexploitation of digital innovative technologies, as well as improve the digital
\npreparedness of Malta’s workforce.<\/span><\/span><\/p>\n

These kinds of
\ndiscoveries have the potential to improve digital infrastructure. It may be
\ndetermined by the study that Malta’s digital ecosystem faces challenges
\nattributable to its underdeveloped digital infrastructure. If so, the findings
\nof the study can help inform the establishment of specific infrastructure

\necosystem in adopting and utilizing digital innovative technologies. The
\nrationale for this chosen methodology lies in its ability to provide a holistic
\nunderstanding of the research topic by capturing both numerical data and
\nnuanced insights from key stakeholders.<\/span><\/p>\n

The qualitative
\ncomponent of the study will involve conducting in-depth interviews with digital
\ninnovation technology specialists who will be chosen using a purposive sampling
