The goal for this paper is for you to analyze the development of labor unions in air traf<\/span>fi<\/span>c<\/span>
and their relationship with the Federal Government. Since the late 1960\u2019s air traf<\/span>fi<\/span>c<\/span>
controllers have been represented by different labor unions. The<\/span> <\/span>fi<\/span>rst union was the<\/span>
Professional Air Traf<\/span>fi<\/span>c Controllers Organization (PATCO) which was followed by the<\/span>
current union, the National Air Traf<\/span>fi<\/span>c Controllers Association (NATCA). There have<\/span>
been several turbulent time periods involving the air traf<\/span>fi<\/span>c unions and the Federal<\/span>
Aviation Administration (FAA). Discuss the development of labor unions and their<\/span>
relationships with the FAA. Why did the work force feel there was a need for labor<\/span>
representation? There was one very critical event in the 1980\u2019s which must be looked<\/span>
at in order to gain a full understanding of the relationship between controllers &<\/span>
management. In your opinion, should labor unions be allowed in the \u201cbusiness\u201d of ATC?<\/span>
Is it wise to allow controllers to have labor representation in the critical industry in which<\/span>
they operate? If ATC were to become privatized do you think the relationship will<\/span>
change? The relationship between the parties has improved signi<\/span>fi<\/span>cantly from the<\/span>
beginning. However, there was a set-back in the mid 2000\u2019s when the FAA forced<\/span>
controllers to work under imposed work rules. This is another important event to look at<\/span>
in forming your opinion. Lastly, I think it\u2019s important to also investigate whether labor<\/span>
issues seem to be a partisan issue. Does one side of the isle seem to have a more<\/span>
favorable relationship with controllers<\/span>?<\/span>

The paper must be submitted no later than the end of week #15 at 11:59pm (several<\/span>
weeks from now so don\u2019t wait until the last minute). Please submit it via Canvas. It<\/span>
must be a typed paper, no hand written documents will be accepted. Please also do not<\/span>
submit it as a PDF, submit it as a word processing document so I am able to make<\/span>
