cursor: auto;\"><span style=\"cursor: auto;\">In developing your proposal, use the following five steps, adapted from Bardach and Patashnik\u2019s \u201ceightfold path\u201d of problem-solving policy analysis:<\/span><\/p>\n<ol style=\"margin-right: 0px; margin-bottom: 6px; margin-left: 25px; cursor: auto;\">\n<li style=\"cursor: auto;\"><span style=\"cursor: auto;\">Identify the problem the policy is designed to address, with emphasis on the shortfalls of current policy in resolving the problem.<\/span><\/li>\n<li style=\"cursor: auto;\"><span style=\"cursor: auto;\">State your policy proposal<span style=\"cursor: auto;\">&nbsp;<\/span><\/span><span style=\"cursor: auto;\">objective<\/span><span style=\"cursor: auto;\"><span style=\"cursor: auto;\">&nbsp;<\/span>(recalling that an objective will,&nbsp;ideally, be &#8220;SMART,&#8221; i.e.<span style=\"cursor: auto;\">&nbsp;<\/span><\/span><strong style=\"font-weight: bold; cursor: auto;\">S<\/strong><span style=\"cursor: auto;\">pecific,&nbsp;<\/span><strong style=\"font-weight: bold; cursor: auto;\">M<\/strong><span style=\"cursor: auto;\">easurable,&nbsp;<\/span><strong style=\"font-weight: bold; cursor: auto;\">A<\/strong><span style=\"cursor: auto;\">ttainable,&nbsp;<\/span><strong style=\"font-weight: bold; cursor: auto;\">R<\/strong><span style=\"cursor: auto;\">ealistic, and&nbsp;<\/span><strong style=\"font-weight: bold; cursor: auto;\">Ti<\/strong><span style=\"cursor: auto;\">me-appropriate).<\/span><\/li>\n<li style=\"cursor: auto;\"><span style=\"cursor: auto;\">List key strengths and weaknesses of<span style=\"cursor: auto;\">&nbsp;<\/span><\/span><span style=\"cursor: auto;\">major alternative approaches<\/span><span style=\"cursor: auto;\"><span style=\"cursor: auto;\">&nbsp;<\/span>to reaching the objective, in order of preference.<\/span><\/li>\n<li style=\"cursor: auto;\"><span style=\"cursor: auto;\">Provide a brief rationale for your preferred approach, most likely (though not necessarily, in terms of its political feasibility).<\/span><\/li>\n<li style=\"cursor: auto;\"><span style=\"cursor: auto;\">Project possible<span style=\"cursor: auto;\">&nbsp;<\/span><\/span><span style=\"cursor: auto;\">secondary outcomes<\/span><span style=\"cursor: auto;\"><span style=\"cursor: auto;\">&nbsp;<\/span>(i.e. effects or results other than the policy objective), of&nbsp;the preferred approach; include possible<span style=\"cursor: auto;\">&nbsp;<\/span><\/span><i style=\"cursor: auto;\"><span style=\"cursor: auto;\">undesirable<\/span><\/i><span style=\"cursor: auto;\"><span style=\"cursor: auto;\">&nbsp;<\/span>outcomes.<\/span><\/li>\n<\/ol>\n<p style=\"margin: 12px 0px; cursor: auto;\">&nbsp;Steps 6-9 is to focus on your policy change campaign.<\/p>\n<p style=\"margin: 12px 0px; cursor: auto;\"><span style=\"cursor: auto;\">6.&nbsp; Provide a summary statement of the action campaign and the time frame over which it might be carried out.<\/span><\/p>\n<p style=\"margin: 12px 0px; cursor: auto;\"><span style=\"cursor: auto;\">7.&nbsp; In crafting recommendations, consider both mainstream and non-traditional methods of policy advocacy.&nbsp; \u201cMainstream\u201d methods include, for example, letter writing, petitioning, formal legislative lobbying, offering evidence-informed testimony to policy makers, forming political action committees, and supporting candidates for elective office sympathetic to the proposed policy change (or similar policies).&nbsp; \u201cNon-traditional\u201d methods could include, for example, coalition-building among existing advocacy groups and activists, class-action litigation, social media \u201cawareness\u201d campaigns, public (\u201cstreet\u201d) demonstrations, or acts of non-violent civil disobedience.&nbsp;&nbsp;<\/span><\/p>\n<p style=\"margin: 12px 0px; cursor: auto;\"><span style=\"cursor: auto;\">8.&nbsp; Whatever the balance of mainstream and non-traditional elements in the recommended campaign for change, survey the political landscape to identify potential<span style=\"cursor: auto;\">&nbsp;<\/span><\/span><span style=\"cursor: auto;\">allies<\/span><span style=\"cursor: auto;\"><span style=\"cursor: auto;\">&nbsp;<\/span>and likely<span style=\"cursor: auto;\">&nbsp;<\/span><\/span><span style=\"cursor: auto;\">opposition<\/span><span style=\"cursor: auto;\">forces.&nbsp; In regard to allies, suggest concrete and specific ways that they might be enlisted in the campaign.&nbsp; In regard to opponents, consider ways in which their opposition might be minimized, if not fully neutralized.<\/span><\/p>\n<p style=\"margin: 12px 0px; cursor: auto;\"><span style=\"cursor: auto;\">9.&nbsp; Estimate, finally, the resources (money, media access, and \u201cpeople-power\u201d momentum, among them) that may be required to execute a successful campaign for change.&nbsp; The aim here is less compelling accuracy than thoughtful consideration of the full range of resources needed to move forward in a realistic manner \u2013 including, ideally, a meaningful and effective role for social work policy practitioners.&nbsp;<\/span><\/p>\n<p style=\"margin: 12px 0px; cursor: auto;\"><span style=\"cursor: auto;\">For steps 1-5, be sure to benefit from Bardach and Parahsnik&#8217;s full discussion of their model, but use the above adaptation as your guide.&nbsp; For steps 6-9, be<span style=\"cursor: auto;\">&nbsp;<\/span><\/span><span style=\"cursor: auto;\">sure to review Bardach and Patashnik\u2019s Appendix D: Strategic Advice on the Dynamics of Gathering Political Support.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/span><\/p>\n<p style=\"margin: 12px 0px;
