The Texas Constitution established a citizen legislature, which only meets part-time, and does not pay well. The goal was to avoid having a separate political class, and to have elected officials who maintained a close relationship to their constituents and lived and worked in their communities. The downside of this system are that few can afford to become elected officials unless they are wealthy and have jobs which allow them to take 6 months off every other year.
