Scenario: Hurricane Gordon made landfall as a category-3 hurricane, four miles to the south of Unluckyville. Respond to either to #1 or #2 below.
- Unluckyville’s commercial port area has sustained significant damage from Hurricane Gordon. Local media is reporting multiple locations of petroleum and hazardous waste spills in the city’s port area and industrial park. Draft and post a 2-3 paragraph DIRECTIVE to the ESF-10 Coordinator in the EOC giving her direction for coordinating oil and HAZMAT response operations. To draft this directive, you should draw information from the ESF-10 Annex, and clearly lay out the ESF-10 Coordinator’s duties during this crisis.
- The storm damaged at least two electrical switching substations. As a result, a large section of the grid is without power. The mid-August heat during the coming days is expected to reach 100 degrees. Hospitals, shelters, and nursing homes are especially at risk. Draft and post a 2-3 paragraph DIRECTIVE from the Incident Commander to the ESF-12 Coordinator in the EOC giving her direction for coordinating Energy response operations. To draft this directive, you should draw information from the ESF-12 Annex, and clearly lay out the ESF-12 Coordinator’s duties during this crisis.
***As emphasized last week, you are Unluckyville’s EOC Director. Therefore, you have the authority to direct people. So, do not be afraid to direct your ESF leaders. But keep in mind that they are specialists in their professions. So, rather than directing them what to do, you might start by directing them to provide you with information so that you (as EOC Director) have situational awareness for decision-making.***
For this exercise, you may use fictional street names for city locations, agencies, hospitals, personnel, etc.
