The Western Bahr El Ghazal Community – USA requests the preparation of a formal two-page letter addressed to Members of the United States Congress.
The purpose of the letter is to:
- Request a Congressional hearing on the escalating humanitarian crisis and systematic atrocities in Western Equatoria State (WES), South Sudan;
- Highlight the targeted attacks against innocent civilians, including ethnic and faith-based communities;
- Express concern about the early warning signs of genocide and ongoing human rights violations;
- Urge U.S. Congressional leadership to take immediate action, including:
- Holding a public hearing;
- Pressuring the State Department for investigation;
- Supporting humanitarian intervention and accountability mechanisms.
This letter should reflect the voice and concern of the South Sudanese diaspora community in the United States, particularly those from Western Bahr El Ghazal.
2. Comprehensive Report (8 Pages)
Title: Statement on the Targeted Attacks Against Innocent Civilians in Western Equatoria and the Possibility of Genocide and Human Rights Violations

The report should:
- Provide a thorough overview of the current crisis in Western Equatoria State;
- Include detailed incident reports, including:
- Locations;
- Dates;
- Nature of attacks (killings, rapes, abductions, village burnings, etc.);
- Analyze whether the pattern of violence indicates ethnic or religious targeting, possibly constituting crimes against humanity or genocide;
- Reference applicable definitions under international human rights and humanitarian law;
- Include witness testimonies, photos, or third-party reports (where available and appropriate);
- End with clear recommendations to the U.S. Congress, including:
- Legislative hearings;
- Support for international investigations;
- Increased humanitarian support and protection of civilians.
These two documents—the formal letter and the detailed report—will serve as the cornerstone of our advocacy campaign to urge Congress to act in response to this urgent and tragic situation in South Sudan.
