3. [Lessons Learned from this Case Study: Law enforcement is necessary but not sufficient to eradicate the worst forms of child labor, and complementary programs are needed to address underlying problems faced by the children and their families from low-income households.
3−1. (Addressing Pull effects) For effective law enforcement to ban the worst forms of child labor, X and Y need to be pursed to regulate the mining industry.
3−2. (Addressing Push effects) For poor children not to be pushed out of school and community to work in the mining industry, A and B need to be pursed, etc.
