Maritime governance and crisis management in migrant search and rescue operations in the Eastern Mediterranean

This dissertation examines the interplay between maritime policies, crisis management, and international relations in the realm of migrant rescue operations during maritime disasters in the Eastern Mediterranean. It aims to shed light on the complexities associated with humanitarian crises at sea by providing insights into the region`s unique challenges and dynamics. Maritime governance frameworks in the Eastern Mediterranean operate in a distinct geopolitical context, influenced by the diverse interests and interactions of the region`s states. By analyzing these frameworks, we can assess their effectiveness in facilitating crisis management and coordination in migrant rescue operations while taking into account the Eastern Mediterranean`s unique dynamics and complexities. The dissertation will delve into the maritime policies and strategies implemented by Eastern Mediterranean states and regional organizations to address the challenges of migrant rescue operations. It will evaluate how these policies incorporate crisis management principles and work to ensure the safety, security, and protection of people in distress at sea. We hope to gain insights into their ability to save lives, manage risks, and uphold human rights in this specific regional context by evaluating their effectiveness. The regulatory frameworks that govern migrant rescue operations at sea in the Eastern Mediterranean, such as search and rescue protocols, safety standards, and liability frameworks, will be thoroughly reviewed. It will assess states`, shipping companies`, and relevant stakeholders` compliance with these regulations, with a focus on the unique challenges and dynamics of the Eastern Mediterranean. By analyzing regulatory measures, we hope to gain a better understanding of their effectiveness in improving crisis management and protecting the rights and well-being of refugees and migrants in this region. International cooperation and diplomacy are critical in shaping maritime policies and crisis response efforts in the Eastern Mediterranean. It will look at how states, international organizations, and regional bodies can work together to promote cooperation, information sharing, capacity building, and burden-sharing in this region. We hope to shed light on the importance of diplomatic relations, negotiations, and multilateral initiatives in crisis response and maritime governance in the Eastern Mediterranean by assessing their impact. Furthermore, the dissertation will investigate stakeholder engagement and public-private partnerships in the context of the Eastern Mediterranean. It will examine how governments, humanitarian organizations, shipping companies, and civil society are involved in this specific regional context. We hope to identify best practices and areas for improvement that are tailored to the Eastern Mediterranean dynamics by evaluating the effectiveness of these partnerships in supporting crisis management efforts, resource mobilization, and ensuring accountability and transparency in maritime governance. In conclusion, this dissertation will provide a comprehensive understanding of how maritime governance regulation intersects with crisis management and international relations in migrant rescue operations during maritime disasters. By focusing on this region, we aim to contribute valuable insights to the existing knowledge on maritime governance frameworks, policy effectiveness, regulatory compliance, and stakeholder engagement in addressing humanitarian crisis response at sea in the Eastern Mediterranean.
