BACKGROUND
I. Energy Fiji Limited (EFL) is private company which has the Fiji Government’s
mandate to generate and supply power throughout Fiji wherever possible.
Historically, the major sources of energy in Fiji have been the Monasavu Hydro
and diesel generators in various strategic locations.
II. The international shift to renewable energy for sustainable development goals
has resulted in the genuine interest for renewable energy sources that are
feasible and readily available for the future.
III. Makosoi Resorts (Fiji) Limited is a 100% Fijian company dedicated to exploring,
identifying and undertaking development projects that will alleviate poverty,
improve living standards and providing sustainable economic opportunities for all
our people
IV. Makosoi Fiji has obtained an agreement with Energy Fiji Limited to generate and
sell power to EFL. To implement that agreement, Makosoi Fiji needs a Power
Purchase Agreement (PPA) from EFL.
V. The PPA shall immediately secure the release of major project funds for Makosoi
Fiji to implement its energy project and other development and business activities
across Fiji.
VI. Currently, EFL is focussed on only four islands in Fiji, namely, Viti Levu, Vanua
Levu, Ovalau and Taveuni. This leaves the other 300 plus islands to explore their
own energy sources. Apart from our other goals for our communities and families,
Makosoi Fiji is serious in its intentions to assist our people with clean, affordable
energy throughout the year without disruptions.
VII. Renewable energy generation represents one of the most promising options to
lower greenhouse gas emissions while satisfying the increasing global demand
for energy services. If implemented properly, renewable energy might contribute
significantly to social and economic development, ensure energy access, secure
energy supply, as well as reduce negative impacts on the environment and public
health.
VIII. THE NALAMI LIGHT & POWER PROJECT
A vital component of our plan is to generate and sell surplus power to EFL as per our
agreement.
We intend to construct our first solar power plant at Vitogo Bay, Lautoka, Fiji. It will have a
10MW capacity, located in a very strategic part of Viti Levu, which has an abundant supply of
shadowless sunlight. We have a tourism development lease over the area and it will be an
integral element of our operations and development goals. This means that we shall supply
our own power for all our business activities. We shall also assist our communities in their
energy supply needs.
This shall be scaled in phases up to 50MW, over a 5 – 10 year period in the Western
Division.
As stated in the project document, solar energy shall be captured through solar panels and
stored in batteries. Backstopping this shall be a panel of 2 – 5MW diesel generators. Such a
configuration of technologies shall ensure that a constant supply of energy available for
consumption upon demand. This eliminates the power shutdowns that characterize Fiji’s
current energy grids.
OBJECTIVES: The core objective of the assignment is to assess and ensure the feasibility
of the solar power plant and identify the best strategies and processes to achieve that in
terms of technologies, human resources, financing and management. renewable energy
solution(s) for the char economic agents.
TASKS: a. Consult and work with Makosoi Fiji, Solar Central and other partners wherever
necessary, to fully understand our goals and mission and to access all information needed
for the successful completion of the exercise.
b. Gather all relevant and pertinent data and information on the solar power generation
project.
c. Undertake initiatives, e.g. research, consultation, and field visits to gather information and
develop content.
d. Conduct a cost-benefit analysis to identify material costs, energy pricing, and other
necessary exercises to assess the best scenarios for the most feasible way forward.
e. Recommend a reasonable tariff rate at which Makosoi Power could sell power to EFL.
f. Submit a report to Makosoi Resorts Fiji that will convince Government and EFL that we
can deliver on our intentions to generate and sell power as declared through our NDA.
g. Convince EFL and Government that our partnership with EFL through power generation
and sales shall constitute a win-win situation for all parties, including the people of Fiji today
and in the future.

TIME FRAME. We would appreciate if this Assignment could be conducted during this
August 2024 time window. A final report should be submitted by September 6th, 2024.
REPORTING. The Report shall be sent to the Chairman and CEO of Makosoi Resorts (Fiji)
Limited via email and post as indicated below.
