Fifty-Nine Story Crisis” about the design flaws in the Citicorp Tower and the 
ramifications of the actions taken by the different parties. 
Answer these questions in detail and your own words, and justify your answers:
1. Based on the lectures in module 6, explain why this case presents an ethical
dilemma?
2. Who is Diane Hartley, and what is her role in this case?
3. As a responsible engineer, what actions can Joel S. Weinstein take in 
response to Diane Hartley’s concern about the increased stresses due to 
quartering winds?
4. Did gender biases influence William LeMessurier or Joel S. Weinstein’s 
reactions to Diane Hartley?
5. Should the Contractor that changed the welds to bolts be held liable for 
anything? Explain your answer.
6. In this case, who bears responsibility overall? Answer from different 
perspectives and explain the reasons for your answers.
