Agentic AI for Humanity: A Strategic Framework for Human-Centered Artificial Intelligence, Data Governance, and Resilience Systems in the Age of Intelligent Risk

The convergence of Human-Centered Artificial Intelligence (HCAI), advanced data science, and resilience governance represents a strategic frontier for institutions navigating volatile digital futures. This paper proposes a multi-dimensional framework called Agentic Resilience Intelligence (ARI), positioning HCAI not only as a technological imperative but as a moral-intelligence ecosystem integrating empathetic design, sovereign data governance, and strategic resilience in critical societal domains. Drawing from interdisciplinary literature, national policies, and global risk trends, the paper introduces seven pillars: (1) Empathetic AI Design, (2) Autonomous but Accountable Systems, (3) Resilient Data Trusts, (4) Agentic Risk Modeling, (5) Ethical Digital Sovereignty, (6) Human-AI Governance Co-structures, and (7) National Resilience Algorithms. Real-world use cases from finance, healthcare, and climate response are evaluated to demonstrate the framework’s scalability. The study concludes with a proposed AI-Resilience Maturity Index (ARMI) for policymakers and enterprises. The findings advocate for reshaping AI governance through human moral agency, collective risk foresight, and systemic resilience — beyond compliance, toward regenerative intelligence.
