A 10 page (no more, but not much less) report on an on-going homeland security threat to your selected region.

The report should be in a BLUF format with:

1. An informative title.
2. 3-5 forward-looking Key Judgements (order from most important to least). Key judgements should be limited to 3 to 5 very informative sentences.

   2. [required] A key judgement on the mechanisms driving the threat (push and pull factors).
   3. [required] A key judgement on implications for homeland security.
   4. [optional] A key judgement on the organization and function of entities engaged in combating/mitigating the threat.
   5. [optional] A key judgement on the organization and function of entities engaged in the threat.
   6. [optional] A key judgement on the domestic challenges in combating/mitigating the threat.
   7. [optional] A key judgement on whatever you judge to be important.
3. Corresponding substantiation sections for each key judgement. Each substantiation must start with the bolded first sentence of the key judgement.
