1). The mentally ill person is more dangerous
2). We can be more certain that the mentally ill person will commit more harm than a non-mentally ill person
3).  Incarceration is good for the mentally ill person
4). The mentally ill person would want to be incarcerated before thye did harm, if they were in their right mind.
